Why is Government PR Such a Touchy Subject?

Elected officials consider themselves as the direct bosses of government agencies. (Of course, it’s a bit more complicated than that.) A president who subscribes to the doctrine of a unitary presidency (instead of shared power with Congress) believes he/she can tell all federal agencies within the executive branch what to do and, just as important, what not to do.
