Why is Government PR Such a Touchy Subject?
Elected officials consider themselves as the direct bosses of government agencies. (Of course, it’s a bit more complicated than that.) A president who subscribes to the doctrine of a unitary presidency (instead of shared power with Congress) believes he/she can tell all federal agencies within the executive branch what to do and, just as important, what not to do. In parallel, U.S. Senators and Members of Congress usually view themselves as, at least, the governmental equivalent of a corporate board of directors. What they say, goes.
