AT THE RIPE AGE OF ELEVEN, Johnny Tart experienced his first summer heat wave. Temperatures maxed out at a sticky 104°F. As he sat lazily at his front window one Friday afternoon, he noticed how miserable the commuters looked walking home from the train station. His Chicago suburb was a sleepy one.
