3rd and 5th paragraphs

In the 3rd paragraph it says:

"The distinction between the tooling and the SDK is important, ..."

The above implies that the tooling is separate from the SDK.

However, in the 5th paragraph it says:

"Make sure you install the newest version of the SDK (the tooling) ..."

The above, on the other hand, implies that SDK is the tooling.

What does the term "tooling" describe, the SDK or the command line tools?
