America has made and remade itself several times in its history through new demographic infusions from overseas. Optimists argue it will do so again.1 This chapter examines the viability of immigration as a demographic tool of national policy.
We begin with a caveat. Immigration is a highly charged, emotional issue. Some of the material in this chapter may appear “anti-immigrant.” Individuals who were not born in the United States—or their children—may take some of this quite personally.
