Projects structured as composite have higher risks than other forms of project. The risk comes from the inherent tension between the elements of the people project triangle: the demands on the project to schedule tasks using part-time staff resources; the need to keep BaU functioning with less staff capacity, both time and focus; and the pressure on the staff who are usually already at capacity and expected to fit in extra project work.
