Gross Motion Blur
In the example here, the motion blur is so strong that it is an inextricable part of the image. In fact, it is due to a slow shutter speed and a panning action.
The immediate issue is whether or not the photograph makes it at all. Does it succeed, or rather could it succeed with post-production help? At this degree of motion blur, there are no generalizations. Everything is in the specific. Opinion also tends to be specific, and personal.
