The Seven Tasks of Institution Building
Although the world’s institutions, from global banks to village courts demonstrate bewildering complexity, the process of building an institution tends to follow a basic pattern regardless of institutional size and where it takes place. The birth of an institution tends to pass through seven developmental stages. Each stage requires a set of tasks that institution builders must accomplish if their institution is to see the light of day. For each task, negotiation is the institution builder’s principal tool. Let’s look briefly at all seven tasks in this chapter and then examine each one in depth in the seven chapters that follow.
