4.1 Introduction
During the early part of the 1980s, Total Quality Management (TQM), especially in the US and Europe, concentrated on the application of quality management principles and statistical process control (SPC) tools within all aspects of the organisation. The focus was upon their integration with key business processes. There were considerable successes in communication and culture, but despite this something was missing—the rigour of project management principles. The successes of Six Sigma and Lean Six Sigma programmes are primarily measured by the outcome of projects managed by Black Belts and Green Belts.
