CONCLUSION
An inquiry into the subject of Broadcasting, which has so many ramifications and covers such a multitude of issues, is like trying to squash a live octopus into a small string shopping bag. We are well aware that our Report omits, or only fleetingly considers, many aspects of its subjects, but we hope at least to have created a perspective in which these can be calmly discussed and assessed before final decisions are made.
