3.1 Need for Safety and Engineering Safety Goals

The desire to be safe and secure has always been a very important concern to humans. For example, early humans took appropriate precautions for safeguarding against natural hazards around them. Moreover, in 2000 B.C., Hammurabi, an ancient Babylonian ruler, developed a code referred to as the Code of Hammurabi.
