7 Survey Development Framework
7.1 Overview
Effort is required to do most things right. In Chapter 1, we alluded to the fact that this applies to conducting research, including survey research. The most critical time when researchers must muster their efforts to develop surveys is in the planning and design stage in which researchers lay out a template for the full spectrum of the activities and tasks to be performed from the initial decision to develop a survey to the final stage of writing a report on the findings. A well-stated problem is a half-solved problem; a well-prepared plan is a half-successful survey.
