CIRCLE 2: OBJECTIVES
This chapter discusses Circle 2, the objectives set by the program initiator, team, or sponsor. The program objectives are the north star of strategic design and cannot change on a whim. Usually, they descend from a senior leader and fit into the general organizational strategy. If there is space for change, it lies in clarification and refinement—rarely, if ever, in pivoting.
