Chapter 8. Treaties
Treaties are the formal agreements between fortresses that define how those fortresses will work together. No standard technologies today correspond directly to treaties (other than written documents), so it is hard to give more than guidelines about how to approach the treaty documentation process. To simplify the discussion, I'll consider a nonsoftware system.
