Units are the basis of counting and creating definite sequenced orders very much the way a drill sergeant orders and re-arranges individuals in drill formations. We can count similar things, or we can count different things as well, as we can re-order different things so long as these things are said to have a unity, which makes us want to speak of them as units or just as having counts of one.
