The initial research cycles established that responding to change was an important issue in the IRM system. Also, the evolving program at ALPHA was inadequate to address this need. The need for IRM strategy to focus on preparedness and hence, readiness to respond, did not become obvious until the SNMP vulnerability incident, and was reinforced when the SPAM, SQL Slammer, and Blaster incidents followed. However, as the study then was implementing and testing the social–technical approaches to address the soft issues of the program, developing a response-focused approach was deferred.
