Resilience and the Ability to Respond
In this first section, the emphasis is on the ability of an organisation or a system to ‘deal with the actual,’ that is, to respond to the demands of the current situation—a disrupting situation. At the ‘sharp end’ of the system, ‘responding to the situation’ includes assessing the situation, knowing what to respond to, finding or deciding what to do, and when to do it. The readiness to respond mainly relies on two strategies.
