The International Trade Commission (ITC) and the Department of Homeland Security (DHS) are two U.S. government institutions that can provide significant assistance to rights holders who are the targets of foreign counterfeiting enterprises or significant infringers. Immigration and Customs Enforcement (ICE) is an agency of DHS. The ITC and DHS are playing increasingly significant roles in controlling the importation of counterfeit and infringing goods into the United States.
