Chapter 6 has outlined the program life cycle and demonstrated that it is cyclic and iterative. Definition is essentially a group decision-making process during which all the key stakeholders are able to agree the objectives of the program; set its critical success factors and the measures that will ensure its success. Figure 7.1, on the following page, represents an outline flowchart of the program’s definition stage, which is detailed in this chapter.
