Contracting Evaluations
A common arrangement for undertaking evaluations is for a commissioning agency to contract out or outsource the work to an outsider, an evaluation consultant. Perhaps the agency does not have the expertise to undertake the study itself, or senior managers see the need for an independent group to examine a program that is to be reviewed.
