Port Operator

In a typical landlord model, a port operator oversees all operational activities above the pavement, including planning and construction of all necessary buildings (the “superstructure”), and the port authorities are responsible for the port infrastructure, including fairways. Figure 11.1 illustrates this very general principle of sharing costs and responsibilities. In practice, there is a lot of overlapping, which is why negotiating contracts with clear definitions about areas of responsibility is a huge topic for both operators and authorities.
