1. How can actors who have recently moved to New York or another big city get cast in Play Readings, which are usually cast through “offers”?

I would suggest finding a few theatres that do a lot of readings, go to the readings and take part in the discussions afterwards. The director, the playwright, the literary manager and artistic director of the theatre are usually all there. You can introduce yourself and get to know them. Many of these theatres have intern programs; you can apply for these, which gets you in the door.
