Apex, Inc., is a leading manufacturer of steel tubing. Faced with increasing competition from domestic and foreign suppliers, Apex has decided to expand its human resource development function to include more of a performance consulting approach. As part of this evolution, the director of training has been tasked with learning as much as she can about the changes needed in terms of organization and personnel to make this a successful transition.
