Once the production program, plant capacity technological processes to be used, and plant organization have been determined, the human resources requirement at various levels and during different stages of the project should be defined as well as their availabilities and costs.
The feasibility study should identify the project needs to different categories of human resources, management, staff, and workers with sufficient skills and experiences.
