Apps are simply the published versions of App Workspaces.

App Workspaces: one to one relationship with published apps

Users consume and interact with apps. Content is created and managed in App Workspaces.
Consumers of Apps only have visibility to published versions of Apps, not the Workspace content.
Per the creating and managing Power BI Apps recipe in this chapter, not all content from an App Workspace has to be included in the published App.
