Three Types of Measures
In chapter 1, we introduced you to the TDRp Framework and the reasons for measuring. In this chapter, we will focus on the middle tier: the measures (Figure 2-1).
As we discussed in Measurement Demystified, the HC BRidge framework of John W. Boudreau and Peter M. Ramstad defined a three-category measurement classification system: impact (which we refer to as outcome), effectiveness, and efficiency (Figure 2-2).
- Efficiency measures focus on “how much” and “how long,” such as quantity, volume use, or costs. These measures are easy to compile and compute even without technology because they are either simple activity counts (such as classes, courses, attendees) or ratios of the counted measures.
