When the author first approached publishers in the mid‑1990s to produce a book about surveillance, the general reaction was indifference. The topic was considered little more than a prop for thrillers or science fiction movies. That it might become one of the most prevalent technologies and subjects of controversy in less than 15 years was not apparent to many in the industry. The author queried for two years with no takers. Even CRC Press was reluctant at first.

Nevertheless, the author persisted, feeling that the increasing miniaturization of surveillance tools, the proliferation of computer networks, and the globalization of commerce and communication was going to change surveillance in significant ways that would soon impact everyone. ...
