    3. Was this caused by growth?
    4. What is the strategy?
  3. Who was involved?
    1. Was this a partnership among units (departments) or what unit (department) was involved?
    2. Who were the individuals?
    3. Who is affected?
  4. What did they do?
    1. Did they conduct a series of interviews?
    2. Did they hold meetings and discussions?
    3. What were the results?
    4. What conclusions were drawn?
  5. What were the guidelines?
    1. How did they select appropriate technology?
    2. Which requirements were targeted?
    3. How will infrastructure be built?
    4. Will implementation teams be created?
  6. What are we going to have when we're done?
    1. What will the system do?
    2. What will it provide?
    3. What will it replace?
    4. How long will it last?
  7. How are we going to do it?
    1. How will it be introduced?
    2. What support will be available?
    3. What training will be available?
    4. How will we motivate individuals and groups to engage in the training and master the system?
    5. How will individual needs and requirements be dealt with?

    1. What will the system do for me?
