With ZBrush you can work in 2D, 2.5D, and 3D. While best known as a 3D digital sculpting tool, it is capable of a lot more. It can also be used to produce 2D and 2.5D art, and has a number of specialized tools to help with this. The 2D tools can be used for creating concept art, and the 3D tools are commonly used for producing digital sculpts.
