IN 1991 the city of Boston, Massachusetts, began a multiyear construction project to replace 7.8 miles of its elevated inner-city highway. Built in the 1950s, the old highway had long been a source of controversy. During the decade it was constructed, the old highway displaced 20,000 residents, cut off the North End and waterfront neighborhoods from Boston’s economic hub, and blocked daylight and disrupted business.
