David L. Hall, PhD, is the dean for the Pennsylvania State University College of Information Sciences and Technology (IST). He also serves as a professor of IST and director of the Center for Network Centric Cognition and Information Fusion (NC2IF). Prior to joining IST, he was an associate director of the Penn State Applied Research Laboratory. In this role, he directed an interdisciplinary team of 175 scientists and engineers in conducting research in information science, navigation research, systems automation, and communications science.
