vSphere HA's responses to failure conditions on a cluster can be customized depending on your business requirements. In order to configure failures and responses, you must edit the cluster and enable the Enable Host Monitoring option, like so:

Here, you can configure the following parameters:
- Host Failure Response: You can configure host monitoring and failover to the selected cluster. Two options are available:
- Disabled: Host monitoring is disabled
- Restart VMs: The start order is determined by the VM's restart priority
