Introduction
The term abuse of office is used in this article in the sense of wrongful behavior by a member of an organization. The term also tends to include juridically relevant semantic cases, for example, crimes, offences, misdemeanors, illegalities, and suchlike. Abuse of office constitutes, first of all, anti-moral behavior with subsequent juridical repercussions. The distinction between abuse of office and crime is, in fact, quite flimsy and ambiguous; only in the wake of culturally based, ethical, and political opinions is it becoming possible to outline its boundaries more clearly.
