Technology transfer from Europe to China is an understudied field, as are the intricate CPC structures and wide political influencing that enable it.1 Chinese diplomats in Europe, and officials in China including those belonging to the United Front and “friendship associations,”2 actively guide networks of overseas Chinese students, researchers, and professionals, and connect to European institutions and officials from Ireland to Czech Republic, Norway to Greece.
