CHAPTER 14MANAGEMENT OF CHANGE

Because of this author's belief that management of change should be a more important element in an occupational risk management system, a plea is made that readers give particular attention to the requirements for this subject in Z10.0 and 45001. They both require that management of change processes be in place for the new and the revised.

For Z10.0, design reviews and management of change are dealt with as one subject. Safety Design Reviews are the subject of Chapter 12. One of the reasons that the management of change process is addressed separately is to promote an understanding of and application of the concept on which it is based. This chapter:

  • Presents the Z10.0 and 45001 management of change requirements in their entirety.
  • Makes the case that having an effective Management of Change System (MOC) in place as a distinct element in a safety and health management system will reduce the potential for injuries, environmental damage, and other forms of damage at all levels of severity.
  • Cites statistics in support of having effective MOC systems.
  • Defines the purpose and methodology of a MOC system.
  • Establishes the significance of management of change as a method to prevent serious injuries and fatalities.
  • Outlines management of change procedures, keeping in mind the staffing limitations at other than large locations and their need to avoid burdensome paper work.
  • Provides guidelines on how to initiate and utilize an MOC system.
