While it is tempting to assume that limited resource is a subset of a cost constraint-sometimes it just isn’t. If you only have access to five people and a cat, then a project planned for six pairs of hands is not going to work! At least not in the way you thought it would. The simple fact is that money and resources are rarely as interchangeable as sponsors like to believe. As we see in the following examples, sometimes no matter how much money you have, the resources—whether it be people or physical assets—are just not available.
