By skimming through the first 4-5 chapters I was able to get up to speed very quickly just reading the book and doing a selected few exercise in InDesign where I wanted to tryout some publishing variations. The only thing it can't teach you is how to use all of these tools creatively, that is something you will have to learn and develop on your own. A good place to get started with creative design is to look at magazines, see what they are doing, how they use color, text, images and how they combine them all to work well. Then with the help of this book you can use what the pros have done and create your own stunning documents. As for learning InDesign CS3, Adobe InDesign CS3 One-on-One is a great choice.
