1 % of 7000 is 70 not 700. Therefore, the calculation of hit rate yields 0.002 % or 40,000 polls to find a single update.

Also, change the 4000 in the second paragraph to 40,000.

*** The above is incorrect if by "conservative" the authors meant 1% + 9% = 10% of the userbase. However, I assumed that the upload percentage was 1% per the stated rule.
