the assertion contains two prereqs: One, that the
domain name *not* be an alias, and two, that the domain
name own an A record pointing to the desired IP address.
If either condition is true, the registration process
should stop. (If there's an alias, we're registering at
the wrong name. If the A record is already there, there's
no reason to register it.)
