Backing Up Files and Data
This section indicates that you cannot access backed up files and folders on an external USB hard drive when working in a different location and recommends the use of 3rd party software for the backup if this is a requirement.
Per Microsoft Windows 7 site the files are stored in Zip format and can be directly accessed without using "Restore" by computers running various versions of Windows and/or Zip reader software.
Note from the Author or Editor: Windows backups are intended to be restored using Windows 7 Backup & Restore.

While the backup can be restored using other methods this is poorly documented and not known to the majority of the users who would use this backup feature.
As such I recommend that backups be made with software that does not compress, alter, rename or otherwise change the files being backed up.
More technical users would be less likely to use the in-built backup feature in Windows 7.
