32-bit in one color channel means 2^32 = 4,294,967,296 = almost 4.3 billion colors, 16.7 million would be 24-bit.

First bullet point (Overlay)

Should read "...if the BASE color is darker than 50 percent gray" and "If the BASE color is lighter...." Otherwise this is the same as "Hard Light." See PS5 Help: "Overlay Multiplies or screens the colors, depending on the BASE color. Patterns or colors overlay the existing pixels while preserving the highlights and shadows of the base color. The base color is not replaced, but mixed with the blend color to reflect the lightness or darkness of the original color."
