The sentence starting with "You should omit events..." should start "You should emit events..." The intention is that events should be sent (emitted) when the sender is not responsible for what happens next, not left out (omitted).

3rd paragraph under "Designing responsibilities"

The sentence "You should omit events in situations where the sender is not responsible for what happens next" should be:
"You should **use** events in situations where the sender is not responsible for what happens next" . First part of the sentence is about when to use events, and the second part is about when to use commands.
