From Chapter 1:
"The animation effect should be visible in most desktop and mobile browsers released since late 2015.Be aware that the animation won’t run in many older browsers still in use, including Internet Explorer up to version 11 (which supported CSS animations on HTML elements, but not on SVG)"

The @keyframes animated stoplight now works on IE 11.
(Version 11.0.9600.18762)

Note from the Author or Editor:
This has been corrected in the final version , before printing (QC2 review).

I did some extra testing, and it turned out that the problem with CSS animations and SVG in Internet Explorer was related to the _properties_ being animated, not the elements. So this example (animating visibility) works, but others in the book don't (e.g., the stroke-dashoffset animation in Chapter 13).
